For Inclusion: WARD 3 UPZONING HEARINGS"},"content":{"rendered":"\n<p><img decoding=\"async\" alt=\"\u270c\ufe0f\" src=\"https:\/\/fonts.gstatic.com\/s\/e\/notoemoji\/17.0\/270c_fe0f\/32.png\">Peace Neighbors,<\/p>\n\n\n\n<p>For years, pro-growth activists in Washington, DC have framed debates about development through a misleading binary: branding advocates of corporate-driven deregulation and by-right real estate speculation as \u201cYIMBYs,\u201d while dismissing community members who question unrestrained growth as \u201cNIMBYs\u201d or obstructionists.<\/p>\n\n\n\n<p><strong>But Zoning Commission hearings on Ward 3 upzoning have begun to expose how hollow the\u00a0<a href=\"http:\/\/www.dc4reality.org\/updates\/792\" target=\"_blank\" rel=\"noreferrer noopener\">false YIMBY v. NIMBY binary<\/a>\u00a0framing truly is.\u00a0<\/strong><\/p>\n\n\n\n<p>The testimony and record make clear that this debate is not about being \u201cfor\u201d or \u201cagainst\u201d housing, but about who benefits, who bears the costs, and whose voices are ignored\u2014raising serious questions for those who have long pointed fingers rather than examining the realities they defend.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">AN&nbsp;OPPORTUNITY&nbsp;FOR INCLUSION:&nbsp;<em>WARD 3 UPZONING HEARINGS<\/em><\/h2>\n\n\n\n<p><strong>The Ward 3 upzoning proposals were brought forward by the Mayor, through the Office of Planning,\u00a0(Case Nos.\u00a0<a href=\"https:\/\/app.dcoz.dc.gov\/Home\/ViewCase?case_id=25-09\" target=\"_blank\" rel=\"noreferrer noopener\">25-09<\/a>\u00a0and\u00a0<a href=\"https:\/\/app.dcoz.dc.gov\/Home\/ViewCase?case_id=25-13\" target=\"_blank\" rel=\"noreferrer noopener\">25-13<\/a><\/strong><strong>)<\/strong>\u00a0and ask the DC Zoning Commission to upzone dozens of parcels in by swipe of the pen \u2014 effectively creating hundreds of millions of dollars in new speculative land value and air rights.\u00a0\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/mail.google.com\/mail\/u\/1?ui=2&amp;ik=3154851f55&amp;attid=0.1&amp;permmsgid=msg-a:r-8884109047181357719&amp;th=19b289b50d867d70&amp;view=fimg&amp;fur=ip&amp;permmsgid=msg-a:r-8884109047181357719&amp;sz=s0-l75-ft&amp;attbid=ANGjdJ_BEfA9pETJO4BK9oqevzSFklMDpz1qprO3h_lnDI2KIHhPnaJnToh0upkENww74yz5N3fSOWUNdZVqrw8OGVpp0bThQ-SsWJqddr2edGi-MgjqGZJ3HZ0gYLA&amp;disp=emb&amp;realattid=ii_mj8xhqmd0&amp;zw\" alt=\"Screenshot_2025-12-14_15-30-34.jpg\"\/><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/mail.google.com\/mail\/u\/1?ui=2&amp;ik=3154851f55&amp;attid=0.2&amp;permmsgid=msg-a:r-8884109047181357719&amp;th=19b289b50d867d70&amp;view=fimg&amp;fur=ip&amp;permmsgid=msg-a:r-8884109047181357719&amp;sz=s0-l75-ft&amp;attbid=ANGjdJ9aRgjWTBiX_Z_7OxXn-B-VxGaCZx95tb7H2WF_Sxs63xaoKmiys7HND2auO89rova5-dreG7SBL2VnXynJS_NvJdJ9TTEVcj2ad4gIu68YEtUdh3QSzvHckjw&amp;disp=emb&amp;realattid=ii_mj8xhqno1&amp;zw\" alt=\"Screenshot_2025-12-14_15-31-07.jpg\"\/><\/figure>\n\n\n\n<p><strong><em><br>At these DC Zoning Commission hearings,<\/em><\/strong>\u00a0the supposed villains\u00a0\u2014 longtime Ward 3 residents, preservationists, better planning advocates and community housing activists \u2014\u00a0were the ones demanding that much more truly affordable housing and actual planning for the immense population growth be expressly tied to the massive new density giveaways\u00a0proposed for large swaths of Connecticut Avenue and Wisconsin Avenue, including Woodley Park, Cleveland Park, Tenleytown, and Friendship Heights.<\/p>\n\n\n\n<p>The question raised by the alleged &#8220;obstructionists&#8221; was simple:\u00a0<em>why should that value accrue to the market without real consideration of the impacts and without firm public benefit?<\/em><\/p>\n\n\n\n<p>Meanwhile, at these same hearings many self-identified\u00a0<strong>&#8220;pro-growth&#8221; voices<\/strong>\u00a0loudly focused almost exclusively on maximizing new construction, demanding as much height and density as possible while\u00a0leaving racial equity as an\u00a0afterthought\u00a0\u2014 something the market might deliver later, if at all, per the YIMBY-way.<\/p>\n\n\n\n<p><strong>Let\u2019s be clear: bigger, taller new buildings in Ward 3 without real requirements to\u00a0repair the harms of the past\u00a0are not progressive housing policy.\u00a0<\/strong><\/p>\n\n\n\n<p>They are a choice \u2014 one DC has made for decades \u2014 with predictable results: tens of thousands of new expensive market-rate units, a miniscule amount of family-sized homes, little deeply affordable housing, and continued displacement, including the\u00a0loss\u00a0of roughly 60,000 Black residents over the past two decades (<a href=\"http:\/\/www.dc4reality.org\/updates\/669\" target=\"_blank\" rel=\"noreferrer noopener\">US Census<\/a>).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>So who is actually asking for inclusion in exchange for the proposed new taller bigger buildings in Ward 3?<\/strong><\/h2>\n\n\n\n<p>Not the pro-growth advocates calling for upzoning at any cost, no strings attached, let the market figure it out later.<\/p>\n\n\n\n<p>Rather, it was neighbors who insisted that if the city is going to create enormous new land value along Connecticut and Wisconsin Avenues with the stroke of a pen, DC\u2019s working families and public must receive something real in return \u2014 something that actually meets DC\u2019s stated affordability goals and racial equity commitments.<br><\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/mail.google.com\/mail\/u\/1?ui=2&amp;ik=3154851f55&amp;attid=0.3&amp;permmsgid=msg-a:r-8884109047181357719&amp;th=19b289b50d867d70&amp;view=fimg&amp;fur=ip&amp;permmsgid=msg-a:r-8884109047181357719&amp;sz=s0-l75-ft&amp;attbid=ANGjdJ_IEOoiIUPDjUZVvlWNwKi9PnSE1Wqcd5wPNIZoM6m7OQBAez0N88NQmraum2HDemwMT7F39msq2psKFqLf6Y6bcGL9zswU_PC-PKqC7NQw2U94UwiNdfaFRjI&amp;disp=emb&amp;realattid=ii_mj8y21602&amp;zw\" alt=\"Screenshot_2025-12-14_15-44-39.jpg\"\/><\/figure>\n\n\n\n<p>That position was captured plainly by&nbsp;<strong>Deidre Brown of the Ward 3 Democratic Committee<\/strong>,&nbsp;who warned that affordability set at 60% of median family income does not reach most Black families in DC \u2014 and that without deeper affordability and family-sized units, equity rhetoric rings hollow.<\/p>\n\n\n\n<p>See: &nbsp;<a href=\"https:\/\/www.youtube.com\/live\/35td4HApPCo?si=sFME7EyE8PPG9AzB&amp;t=16337\" rel=\"noreferrer noopener\" target=\"_blank\">https:\/\/www.youtube.com\/live\/35td4HApPCo?si=sFME7EyE8PPG9AzB&amp;t=16337<\/a><\/p>\n\n\n\n<p><strong><u>CHECK OUT THE VISIBLE CONTRAST OF POSITIONS ON THE RECORD YOURSELF\u00a0:<\/u><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ZC Case\u00a0<a href=\"https:\/\/app.dcoz.dc.gov\/Home\/ViewCase?case_id=25-09\" target=\"_blank\" rel=\"noreferrer noopener\">No. 25-09<\/a>\u00a0\u2013\u00a0<a href=\"https:\/\/www.youtube.com\/live\/3p4F5BnJjEw?si=30IqU1H5iCZPbroU&amp;t=14169\" target=\"_blank\" rel=\"noreferrer noopener\">Hearing Video<\/a>\u00a0<\/li>\n\n\n\n<li>ZC Case\u00a0<a href=\"https:\/\/app.dcoz.dc.gov\/Home\/ViewCase?case_id=25-13\" target=\"_blank\" rel=\"noreferrer noopener\">No. 25-13<\/a>\u00a0\u2013\u00a0<a href=\"https:\/\/www.youtube.com\/live\/35td4HApPCo?si=b4T12AuivV97P-t8&amp;t=15956\" target=\"_blank\" rel=\"noreferrer noopener\">Hearing Video<\/a>\u00a0<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Density is easy. Equity is the fight \u2014 and many longtime Ward 3 residents are showing up for it.&nbsp;&nbsp;<\/strong><\/h2>\n\n\n\n<p>Truly disgusting racism and classism exists, and when it appears during testimony at hearings, it deserves outcry and criticism. But that\u2019s not what these Ward 3 zoning hearings are revealing.<\/p>\n\n\n\n<p>Instead, what the hearings show is a&nbsp;<strong>deeper split<\/strong>:&nbsp;<em><u>between those who treat density as the goal itself, perhaps knowingly or not in service of DC&#8217;s real estate speculators, and those who insist new growth be a tool for racial and economic equity in the District of Columbia.<\/u><\/em><\/p>\n\n\n\n<p>In Ward 3, the people fighting hardest for affordability aren\u2019t the loudest &#8220;pro-growthers&#8221;.
