{"id":503,"date":"2020-02-08T18:25:17","date_gmt":"2020-02-08T18:25:17","guid":{"rendered":"http:\/\/www.dc4reality.org\/updates\/?p=503"},"modified":"2022-10-17T04:14:20","modified_gmt":"2022-10-17T04:14:20","slug":"dchas-repositioning-plan-is-privatization-of-public-housing","status":"publish","type":"post","link":"http:\/\/www.dc4reality.org\/updates\/503","title":{"rendered":"DCHA&#8217;s &#8220;Repositioning&#8221; Plan is Privatization of Public Housing"},"content":{"rendered":"\n<p>On Friday, January 31, 2020, Councilmember Anita Bonds who chairs the <a href=\"https:\/\/dccouncil.us\/committees\/housing-neighborhood-revitalization\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"DC Council Housing Committee (opens in a new tab)\">DC Council Housing Committee<\/a>, hosted a hearing on the DC Department of Housing Authority (<a href=\"http:\/\/www.dchousing.org\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"DCHA (opens in a new tab)\">DCHA<\/a>) and their &#8220;<a rel=\"noreferrer noopener\" aria-label=\"respositioning (opens in a new tab)\" href=\"https:\/\/www.dchousing.org\/doc.aspx?docid=2019031512175489330\" target=\"_blank\">respositioning<\/a>&#8221; plan for DC&#8217;s public housing stock &#8212; real homes where real people live and have real personal and professional networks.<\/p>\n\n\n\n<p>Some public housing residents were in attendance and testified to the deplorable conditions that Chairwoman Bonds has heard about with public housing continually for years &#8212; mold, pipes leaking, rodents, infrastructure, etc.<\/p>\n\n\n\n<p>There were ANC Commissioners and Ward 6 Public Housing residents there, like <strong>Commissioner Rhonda Hamilton<\/strong> who says she knows of pets living in better conditions than that provided at housing managed by DCHA.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/9-C0sR2QIq8\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"\" width=\"560\" height=\"315\" frameborder=\"0\"><\/iframe>\n\n\n\n<p>There were other residents testifying from Greenleaf Public Housing in the Southwest, DC, Ward 6, testifying about the terrible living conditions that must be repaired now, not over a 17-year DCHA plan.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/BxF4b2emDg8\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"\" width=\"560\" height=\"315\" frameborder=\"0\"><\/iframe>\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/xFFcTpQIsS0\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"\" width=\"560\" height=\"315\" frameborder=\"0\"><\/iframe>\n\n\n\n<p><strong>Mrs. Shont&#8217;a High<\/strong>, President of the <strong><a href=\"https:\/\/www.parkmortondc.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Park Morton Residents Council in Ward 1<\/a><\/strong> describes how DCHA has begun the plan to \u201crevitalize\u201d her community. She speaks about being thrown out of her home of nearly twenty years by DCHA\u2019s repositioning plan.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/R2s1WHGz7eU\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"\" width=\"560\" height=\"315\" frameborder=\"0\"><\/iframe>\n\n\n\n<p><strong>Denise Thomas <\/strong>lives\/ed in Ward 7\u2019s Kenilworth Gardens, which has seen DCHA begin its \u201crepositioning\u201d on her home and neighborhood and how its destroying all of it.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/icBAuUNqypI\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"\" width=\"560\" height=\"315\" frameborder=\"0\"><\/iframe>\n\n\n\n<p><strong>Chris Otten<\/strong>, a DCHA client in Ward 1, describes what it is like living in a DCHA-subsidized unit that is managed by a private slumlord with toxic dust and mildew never being remedied.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/8qs9YG7qf4s\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"\" width=\"560\" height=\"315\" frameborder=\"0\"><\/iframe>\n\n\n\n<p><strong>Paulette Matthews,<\/strong> bounced from Barry Farms Public Housing in Ward 8, now lives in Ward 1, who describes the horrendous disruption from displacement and how it has changed her life and that of her family.<\/p>\n\n\n\n<iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/fcNycWhZ-jI\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen=\"\" width=\"560\" height=\"315\" frameborder=\"0\"><\/iframe>\n\n\n\n<p><strong>Councilmember Elissa Silverman<\/strong> actually sums it up DCHA\u2019s \u201crepositioning\u201d plan during her opening remarks:<\/p>\n\n\n\n<p> <em>I am extremely concerned that DCHA is not just drifting away from serving its most vulnerable residents but deliberately abandoning our most vulnerable residents.<\/em> <em>I fear that DCHA has grown into an appendage of the real-estate division of our Deputy Mayor for Planning and Economic Development (DMPED).
